I’ve been stuck at 198 more or less for 2 weeks. I’m in ketosis as I check my BHB . I eat less than 20 grams carbs. I eat lots of fat and around 80 - 100 grams protein. I do intermittent fasting going 24 hours on Mondays from Sunday dinner to Monday dinner. I work out 3 times a week . I’m 65 and started at 220 10 weeks ago. What do I need to do to break this? Stop dairy? Keep patience? Any ideas from similarly challenged people who’ve broken thru out there?

Try doing some body measurements instead of looking at the scale. The scale just tells you how you are interacting with the earth’s gravitational field and says nothing about body composition. If you are gaining muscle and losing fat simultaneously, the scale will not budge. An old belt or a tape measure around the waist is the easiest way to track.
