How do I count "other carbohydrate"

I’ve been “counting carbs” for years and just saw this term for the first time.
It’s on the nutrition label of Gold Medal Wondra flour.
Total Carbohydrate 23 gr
Other Carbohydrate 22 gr

Chronometer says it’s 22.5g net carbs per 30g.

It looks to me like the Total Carbohydrate = Other Carbohydrate + <1 gram of Fiber. So in that case, there would be 22 grams of carbs which you’d want to count as Net Carbs.
