Body fat and water percentage

I have been using some bathroom scales that claim to be able to measure body fat percentage and water percentage through metal plates.
It says that I have 40% fat and 43% water. Can this be true? How reliable are these kinds of scales?
Also, although I have been dropping weight (30lbs), the percentages have pretty much stayed the same. I am trying to build muscle and lose fat but I can’t tell whether that’s happening!

But it would be marginal.

I have one of those scales and for me, it’s more about seeing if anything has changed.
