Today is day 15 of my keto journey. I have been using ketone test strips and tracking all food from day 1. My test strips indicate that I have been producing a “small amount” of ketones since around day 3. I have noticed very little (3lbs) difference on the scale. I am trying not to get discouraged, but it’s hard to measure progress. Is this normal?

Keep track of your measurements! If you’re hoping to lose fat, they’re your best guide unless you have access to DEXA scans. Also,keep notes on how you feel: energy, cognition, sleep, etc.
You’re still in very early days so unless you were LC before, you’re still on your way to fat adaptation.
People vary enormously in how they produce and use ketones. More ketones generally means that you’re making extra and not using them so you don’t need high numbers! It can just be interesting to track to see if you notice patterns.
