How would you do keto and exercise in a prison cell?
Exercise: Running in place for cardio; sit-ups, push-ups, and other weight bearing exercises done extremely slowly.
Eating: Almost impossible to do in prison, as food served is notoriously carb-heavy. If there is a prison store, one might be able to supplement with beef jerky, nuts, etc. Perhaps frequent fasts would help.
Trade your carbs to other inmates. Be a good boy and get assigned to the kitchen.

Prison food in California is very carby. However, if you have access to money from outside then there is a canteen where you might be able to purchase things like jerky.

I agree with this, the carbs are going to be the mainstay of the diet in prison. The only other option is the fasting and commissary supplements of jerky, cheese sticks, nuts. Yes, not an easy answer.
And no one else is likely to give up ANY of their fat or protein.
A sufficient amount of fasting can keep a person in ketosis regardless of what (or how much) is consumed when not fasting. The tricky part is figuring out the amount, especially without tools like a blood meter or breath analyzer. Are pee sticks allowed in jail?
As a shot in the dark, I’d try alternate day fasting. This may be sufficient of he’s not metabolicly deranged and does enough exercise.
