I just tried to delete it and it said I needed an administrator to delete it

A few more days, when you’ve advanced in trust level, that won’t be a problem any longer.

I’ve been here a year and I still get “you don’t have permission to delete this topic. If you really want it to be deleted, submit a flag for moderator attention together with reasoning.” when I try to delete my own posts.

You can delete or edit your own posts, but you cannot delete an entire topic, even if you started it yourself. Someone on the admin staff would need to to that, and we’d need a pretty good reason for doing so.

Moreover, there are often better ways of achieving whatever your goal is, so best to send a PM to the forum_admin group and explain what is going on. One of the admins on duty at the time will help you decide how to get what you are aiming for.
